Gauteng Green Public Procurement Guidelines Project 2024 2025

This page provides information about a project conducted with and on behalf of the Gauteng Department of Environment (aka for the remainder of 2024/2025 as part of the Gauteng Department of Agriculture and Rural Development) in order to create as policy for Gauteng a set of sustainable public procurement guidelines.

Sustainable public procurement is part of the Sustainable Development Goals, SDG 12.7 to be precise. 

The project is part of a partnership between Gauteng and the University of Johannesburg PEETS; Prof Jonathan Klaaren (Wits Law School & WiSER) has been contracted as project lead.  The project steering committee includes applied research institutes with links to both UJ and Wits:  GCRO and PARI.

Starting in 2022, the project developed and finalised with its steering committee a set of Green Public Procurement Guidelines (March 2024) (attached below).

In 2022-2023, the project produced a framework policy brief and two research reports:

Literature Review for the Gauteng Sustainable Public Procurement Guidelines Project (March 2023)

On September 11 2023, Prof Klaaren presented a short paper on "Sustainable Public Procurement as a Policy Tool in South Africa" at the APLU conference in the Western Cape.

The current work of the project (e.g. during 2024/2025) is to mainstream the March 2024 guidelines across Gauteng Province.
