Fatima Moolla is a research fellow whose work examines the political economy of digital governance in Africa. She has recently completed her doctoral degree in Political Science and holds an undergraduate degree in International Relations and African Literature, as well as a master’s degree in Development Studies. Her research focuses on Rwanda’s land administration system and explores how digital public infrastructure emerges within historically embedded governance institutions. Drawing on fieldwork and interviews with state and private actors, her work examines the role of bureaucratic intermediaries in shaping how digital systems function in practice. Alongside her academic work, she is also the editor of the Substack Trust in Transition at the Witwatersrand Institute for Social and Economic Research, where she oversees the TRUST Project cohort writing about technology, finance, and governance across the African continent.
