This paper is intended to be an introductory chapter for volume of case studies of international aspects of transitional elections in six or seven African countries. The book is under the auspices of and relies on information generated by the Electoral Institute for Sustainable Democracy in Africa (EISA). Draft chapters are now due in early March.
